Research and drafting on the law of fusion energy, space activity and AI agents.
X20 Advisory is a research and advisory unit based in Milan, directed by Alessandro Negri della Torre. It writes research notes and draft rules, and advises on one recurring question: who may authorise an activity, within what limits, under which controls, and with what proof.
Our working question
Each area below is studied through the same question: who may authorise an activity, within what limits, under which controls, and with what proof.
Research areas
Fusion energy: licensing, liability and insurance for privately deployed fusion.
Space activity: who licenses human activity in space, and which law applies to a settlement.
AI agents: when software acts for a person or a company, who is bound, who answers for the act, and what record proves it.
What we do
Research. Written analysis of one legal question raised by a specific technology, published with sources, date and version number.
Policy advice. Options papers and consultation responses for public authorities, international organisations and companies.
Legislative and regulatory drafting. Draft articles, regulatory frameworks and implementing rules.
Operating models. Who decides, who checks and what record is kept when an organisation puts a new technology into use.
Legal and regulatory advice. Advice on the rules that apply to a project in each jurisdiction where it will operate.
